Applications invited for the Building Advisory Committee

The Building Safety Act 2022 has created the new Building Safety Regulator (BSR) in England. The new regulator will be part of the Health and Safety Executive (HSE).

BSR will advise the government on the safety and standard of all buildings. The Act includes a requirement to set up the Building Advisory Committee (BAC) to provide advice and information to BSR.

BAC will assist BSR in addressing new and emerging issues across the built environment. BAC will also provide leadership across industry and drive change.

The committee will not consider issues relating to:

  • the competence of persons within the building industry or registered building inspectors
  • matters within the remit of the Residents Panel

BAC will meet for the first time in December 2022. The committee will consist of a high level steering group, underpinned by separate technical working groups focussing on specific areas of work.

At this time we’re looking for people to be part of the steering group of BAC. The technical working groups will be set up at a later date.

BAC members will

  • Attend and actively contribute to quarterly Building Advisory Committee meetings with an approximate duration of half a day, including adhoc meetings where necessary
  • Provide evidence to demonstrate that they are able to act as industry leaders, representing stakeholders across the sector, and can be relied upon to provide impartial, authoritative, and accurate advice
  • Utilise industry experience and up to date knowledge to assist the BSR in addressing new and emerging issues within the built environment
  • Encourage integrity, accountability and ethical behaviour within the sector
  • Follow the standards of behaviour in public life (the ‘Nolan Principles’)
  • Communicate messages from BAC and BSR through their networks

The initial terms of reference for BAC are available to read. As BAC is a new committee, its remit and performance will be reviewed over time to ensure it meets the BSR's requirements.

To help with the committee set up, BAC will be chaired by an HSE representative in its early stages of operation before transitioning to an independent chair at a later date.

The ideal BAC steering group member will be able to demonstrate:

Technical requirements:

  • That they are impartial and authoritative individuals with primary status in areas relevant to BSR’s remit
  • The ability to influence behaviours in accordance with BSR’s aims and policies and use your networks to increase BSR’s reach across the built environment sector

Behavioural criteria:

  • An ability to take ownership of problems and devise solutions, together with an ability to drive performance improvements and deliver culture change
  • The ability to provide clear, impartial, and evidence-based advice, and communicate this effectively to senior stakeholders, the built environment sector, and BSR
  • An openness and a willingness to consider all relevant courses of action, with the ability to stand ground and provide leadership where needed

Application needs to be submitted before 11:55pm on Sunday 23 October.

What you need to do:

You will be required to submit a CV and two statements of suitability. The statements of suitability should clearly demonstrate how you meet the person specification, and when combined should be no longer than 250 words for each statement. The lead statement should concentrate on the technical requirements above, with the supporting statement demonstrating how you meet the behavioural criteria.

As part of your application, we also ask you to declare any conflicts of interest you may have. This may be financial or other personal interest that may, or may be perceived to, influence your performance on the Building Advisory Committee.

We also ask you to provide a brief statement (no more than 250 words) on how you intend to manage these conflicts of interest if appointed to the steering group.
