One of the largest, most complex and multi-faceted housing schemes in the UK has completed.
The £260m project, which has seen the development and delivery of 917 homes for Service families alongside large-scale infrastructure works, has been delivered in only two and a half years, spanning three distinct sites, Bulford, Ludgershall and Larkhill and includes extensive Section 106 Offsite Highway Works.
Built in partnership between Lovell, Defence Infrastructure Organisation (DIO), and Salisbury Plain SFA forms a critical part of the Army Basing Programme 2020 which has enabled the repatriation of British military families back to the UK from overseas duty.

Lieutenant General Christopher Tickell, KBE, Deputy Chief of the General Staff said: “The completion of this work highlights the importance placed on investing in the Defence estate and MOD’s commitment to the provision of good quality accommodation for our people. These brand new modern homes allow our Service families to live in the first-class facilities they deserve. Collaborative working was at the heart of the Army Basing Programme and has enabled successes such as this. I hope our Service families enjoy these homes for many years.”
Graham Dalton, Chief Executive of DIO added – “As DIO we have been delighted to work with Lovell Homes to deliver 917 excellent family homes in support of the Army Basing Programme. The speed of build, fault free handover, and timely completion of offsite improvements has been achieved solely through excellent collaborative teamwork, and are testament to what our industry can do.”
John Leary, Major Projects Director, Lovell said: “We are immensely proud of the Salisbury Plain development. It was an incredibly ambitious project and one of the most complex embarked upon by Lovell in partnership with the DIO. The success of this project is undoubtedly down to the exceptional partnerships between our team, the DIO and the Purchaser’s representative, Tetra Tech (formerly WYG), underpinned of course by an extensive supply chain. Our close collaboration ensured that Salisbury Plain was delivered ahead of schedule, in only two and a half years.
“This event has allowed us to celebrate this landmark development and the culmination of delivery of 917 high quality service homes and extensive highways infrastructure works; providing Lovell and all our Partners the opportunity to acknowledge our collective achievement in creating places that offer a real sense of community for the Service Families who have relocated to Salisbury Plain.”
