A white paper on scalable technologies and the role of incentives in flood protection and managementm will be uinveiled at Resilience14.
Dr Stephen Garvin, who leads BRE's Centre for Resilience, will launch the paper, which considers a range of technical and non-technical solutions that can be applied at different levels, from societal to personal.
The paper examines the need to incentivise organisation and individual behaviours to take measures to manage flooding, no longer accepting that it is someone else who has the responsibility, or indeed the problem.
Explaining possible new approaches, Dr Garvin said: "In the past it was thought that flood defence could protect communities and individuals, and their property. However, this is neither a sustainable or resilience option for the future, as climate change and increasing urbanisation create greater exposure to flooding. Flood resilience is the product of a systematic approach to the assessment and management of flood risk.
"Incentivising is helped by having appropriate technologies and standards required to create a flood resilient built environment. Although much has been done and achieved in the past few years, there remain substantial challenges that need thorough high quality research and translation of the research into guidance and good practice."
Being held at Olympia London on 26-27 November, Resilience14 is a two-day, content driven conference and exhibition, showcasing the technologies and solutions that can protect and mitigate against flooding, storms and extreme temperatures. Supported by seminars and interactive sessions, to the event will provide visitors with an understanding of resilience in the context of insurance and risk, design and build, health and wellbeing and repair, rebuild and rehabilitation of the built environment.
Visitors to Resilience14 can register for free admission to the conference and exhibition at www.resilience14.com.
